David S. Weiss is Chief Strategy Officer & General Counsel of Cognivia USA, a Belgium-based behavioral science and AI company. He leads U.S. strategy and expansion, integrating behavioral analytics into clinical trials and healthcare delivery. His work advances patient psychology as a data layer to improve adherence, reduce placebo bias, and support better outcomes across hospitals, research institutes, and community-based organizations.

For the past two years, Weiss has served as an Endowed Fellow of the Miller Center for Policing and Community Resilience at Rutgers University, focusing on domestic and international training in behavioral intelligence through mediation techniques. His work supports policing and intelligence operations by showing how conflict-resolution methods can reduce tensions, build trust, and generate actionable insights.

Previously, Weiss was a Lecturer at Rutgers University School of Criminal Justice, directing the Mediation Certificate Program and pursuing research at the intersection of law, business, and public policy. He also served as an Assistant Professor at New Jersey City University School of Business, where he launched the B.S. in Entrepreneurship program and founded the Institute for Dispute Resolution (IDR) and its Connecting Bridges and Borders Program through Business.

A licensed attorney in New York, New Jersey, and Washington, D.C., Weiss began his career in structured finance banking before moving into entrepreneurship, corporate advisory work, and academia. During the pandemic, he hosted the Connecting Bridges and Borders interview series on YouTube and Spotify, bringing global perspectives on mediation, policy, and innovation to wider audiences.

Internationally, he has held appointments with the United Nations under UNCITRAL, chaired committees for global trade and industry groups, and lectured across Europe, the Caucasus, and the Caribbean on law, business, and policy. He also served as an observer for the Uniform Law Commission’s Collection and Use of Personally Identifiable Data Act and currently sits on the Board of Directors of the International Mediation Institute (IMI).

His scholarship has been featured in the New York State Bar Association Lawyer Journal and Cardozo’s Singapore Mediation Convention Journal. He contributed to the New Jersey Arbitration, Conciliation and Mediation Act, drawn from his Columbia Law School publication on “Adoptive Arbitration.”
